  Why are you doing one plan for all of these places when they are all completely different from each other and need their own plans?

  But there are separate communities within the Kinglake Ranges. How will the Plan capture this?

  We are all separate communities – what if we don’t agree on some of the overarching aspects of the Plan? Who gets final say?
